New regime from March as with a few clicks from the notary, without a visit to the Tax Office or other public services in 24 hours the taxpayers will close their cases
Digital real estate transfers that will start and end in one day are brought by the new electronic platform that AADE activates in the coming days, putting an end to the suffering of taxpayers, the “paper kingdom” and delays.
From March, real estate transfers move into the digital age. With an electronic file, a few clicks on the computer by the notary, without any visit to the Tax Office or other public services and in a single day the taxpayers will close their cases for which they now suffer for more than two months.
The 6 steps
The whole process will be done in the notary’s office and will be completed in six steps:
The notary will prepare the electronic file of the transfer of the property where he will gather in digital form all the necessary documents and supporting documents that accompany the purchase and sale of a property.
He will then electronically complete the real estate transfer tax (FMA) return.
The statement will be submitted electronically on the AADE platform after it is first accepted by the parties (buyers, sellers).
The cross-checking, checking and verification of the data that will have been declared will be done automatically by the electronic system.
After the audit, the resulting transfer tax will be confirmed (if tax arises) and the Debt ID will be issued for its payment.
The buyer of the property will pay the transfer tax in a lump sum either through e-banking or through Taxisnet by credit or debit card.
In the first phase and until June 1, the new system will operate on a pilot basis only for the purchase and sale of real estate and real estate transfer tax returns. By the end of the year, it will be applied to the remaining capital tax returns, ie donations, parental benefits and inheritances.

From next month, the electronic platform set up by the Ministry of Digital Government for the electronic real estate transfer file will be piloted, which will be “buttoned” with the Electronic Real Estate ID. Dozens of supporting documents, certificates and documents required today for a real estate transfer from all involved bodies (AADE, municipalities, Land Registry, Technical Chamber, EFKA) will be collected electronically and will be registered in the file of the property to be transferred. The collection of documents and certificates will be done by the notary who will be authorized by the parties.
The notaries have already been informed by the AADE executives about the electronic declaration of the real estate transfer tax. The activation of the electronic platform is a matter of days, while the new regime that in the first phase will only concern sales, is described by George Rouskas, president of the Notarial Association of Athens, Perea, Aegean and Dodecanese:
The electronic declaration will be prepared by the notary per buyer and regardless of the number of sellers or the number to be purchased real estate and will be submitted to the application by the parties.
The value for the calculation of the tax will be calculated by the notary, as is done until today, with the calculation sheets or the ATAK (Property Identification Number) of the property, where it exists.
The responsibility for the accuracy and correctness of the submitted declaration and its value sheets will belong exclusively to the parties, who will accept the content of the declaration by submitting it through TAXISNet.
In case of exemption from transfer tax due to the acquisition of a first home, the buyer is solely responsible for submitting the relevant request to the Tax Office.
The submission of the real estate transfer tax return with the new “electronic procedure” becomes mandatory from June 1, 2021. Until May 31, 2021 the process of submitting the FMA declaration will be carried out either with the new electronic procedure or according to the current procedure.
